2013 Hazard Mitigation Plan Update

Flooding events like Tropical Storm Lee, damaging winds from Super Storm Sandy and the Hopewell Wildfire are just a few of the recent hazards that have impacted Berks County. Damage figures reached well into the millions and affected many of our residents and the communities they call home. Pre-disaster hazard mitigation will increase the disaster resiliency of Berks County so that our residents, businesses and communities will be less susceptible to future exposures to disastrous events.

On April 11, 2013 Berks County received “Approval Pending Adoption” from FEMA for our 2013 Hazard Vulnerability Assessment and Mitigation Plan Update. The 2013 Berks County Hazard Mitigation Plan (HMP) was then presented to the Berks County Commissioners on April 25th of this year for adoption by resolution and was adopted under Resolution No. 121-13.

The next stage in the process is to present the 2013 HMP to all the municipalities of Berks County for adoption. Adoption of this plan by Berks County and its municipalities will not only allow each municipality to be eligible for disaster mitigation grant funds, it will also provide each municipality with a thorough understanding of its vulnerability to various hazards and a blueprint for mitigating the damaging effects of those hazards.

The mitigation planning regulations 44CFR 201.6(d)(3) states that a local jurisdiction must review and revise its plan to reflect development changes, progress of local efforts, and priority changes within five years in order to remain eligible for grant funding. This process was conducted over the past year with 100% participation from all Berks County municipal governments which should be applauded. Now we are asking for 100% participation in the adoption process from each of our municipal governments in the next several months. We ask that all municipal governments review this plan and consider for adoption by resolution and provide a copy to dswope@countyofberks.com for inclusion in the approved mitigation plan.
