The bid includes a General Construction contract and an Electrical Construction contract.
Bidding documents will be maintained by Quandel Construction Group, Inc. on their ftp site,  Please contact Stacie Knode, from Quandel Construction Group, Inc. for instructions if you have not been sent an invitation.  Bidding documents will be available starting on Wednesday, May 29, 2013.  Each prospective bidder will be responsible for their own expense to download and print the drawings and specifications.  If alternate methods are required to obtain the documents, the prospective bidders will be charged a non-refundable fee for materials.  Payment in full must be made prior to the receipt of the documents.
A pre-bid meeting and walk through of the County Sanatorium Building will be held on Thursday, June 13, 2013 at 10:00 a.m.  All prospective bidders shall meet outside the Sanatorium Building, 1040 Berks Road, Leesport, PA 19533.  Enter the Sanatorium Building's South Entrance near the gazebo.

Surplus Auction

Auction will be held on Friday, April 5, 2013 at the Reading Fair Grounds, 1216 Hilltop Road, Leesport, PA 19533 beginning promptly at 9:00 AM.  Items will be available for examination from 7:30 AM until 9:00 AM.

Interested parties may bid on County of Berks surplus at the Public Surplus auction website,  Potential bidders are advised that it is the County’s intention to use the site for this auction as well as future auctions.   All users must register at the Public Surplus site in order to participate in the auction by selecting the register button and completing the required information.  In order to view those items specifically being auctioned by the County of Berks, in the section labeled “Browse Auctions within your Area” under Select Region choose, Pennsylvania, then under Select Agency, the County of Berks.  Bids can be placed for items up until the closing date and time identified on the site as specified for each auction. 


Q: "How do we get on your bidders' list?"

A:   All Request For Proposals (RFPs) and Invitation To Bids (ITBs) are advertised in the Reading Newspaper and published in this web site.  Bidders can sign up on the County's website to recieve e-alerts, which send an email notification to the end user party that an RFP or ITB has been posted in which it provides a direct link to the County's website so that it can be downloaded.  In addition it provides potential proposers and bidders with notification of postings of addendums/ammendments to RFPs and ITBs.  Click on the following link for instructions on how to Subscribe or Update your eAlerts.

Q:  "Someone from County department X (i.e. a department other than Purchasing), told me to complete this job.  Now that I've completed the work, how do I go about receiving payment?"

A:  Vendors who provide goods or perform services without first obtaining evidence of proper purchase authorization (a contract or a purchase order) run the risk of not being paid.

About Department

The Purchasing Department is overseen by the Director of Contracts and Procurement, who serves as the County's authorized purchasing agent.  Additionally on staff, are a Senior Buyer, Senior Contract Coordinator, two Buyers and one Contract Coordinator.

The Purchasing Department is the central purchasing agency for the County.  The primary function of the Purchasing Department is to acquire services, supplies, and equipment for all County departments.  The Purchasing Department must ensure that procurement activities are in conformance with procurement law, that the needs of the end-user departments are met and that the best price is obtained, while ensuring a fair and open process. 

Goals & Objectives

It is the goal of this office to provide efficient and courteous service to the citizens and fellow employees of Berks County; as well as, to procure goods and services for all County departments at the right price and quality utilizing the most up-to-date resources and techniques, while simultaneously promoting fairness and competition among vendors.
