Constable Tim Swartz graduated from Muhlenberg High School in 1976.  He attended Alvernia College and graduated with honors in 1980 with a B.A. in Criminal Justice Administration.  Tim was hired to work as a Correctional Officer at the Berks County Prison in 1980.  He was promoted to the rank of Sergeant and supervised 16 Corrections Officers and more than 300 inmates in daily operations at the Berks County facility.

Tim was elected Constable by the residents of Laureldale Borough for the first time in 1992.  At the time of his election there was no formal training requirement in place for Constables in Pennsylvania.  Tim quickly affiliated himself with the Pennsylvania State Constables Association.  That organization provided formal training and a goal of professionalizing the Constable System.  Through the efforts of the Pa State Constables Assn. mandatory training soon followed for all Constables in PA.  In 2008 Tim was elected President of Pa State Constables Assn Chapter 6. Constable Swartz has been “Certified” by the PA Commission on Crime and Delinquency since the inception of the program.  He has been bonded, insured and attended numerous training classes in an effort to provide the best possible service for the community.

Constable Swartz was re-elected to both a second term in 1998, a third term in 2004 and again in 2010.  He has performed all aspects of the position including prisoner transport,  serving arrest warrants, serving civil hearing notices, subpoena service, levy service and execution sales.  He continues to provide professional service for the residents of Laureldale and surrounding communities.
