Pedro Santos Eliseo Ramos
Drug Investigation Into Heroin Trafficking
In October of 2013, the Berks County Detectives began a drug investigation involving the suspect Pedro Santos. On October 2, 2013, Detectives obtained a search warrant for Pedro Santos' residence located at 429 W. Oley Street in Reading, PA.
On October 3, 2013, prior to the execution of the search warrant, a Berks County Detective, acting in an undercover capacity, arranged for Pedro Santos to deliver one-hundred (100) grams of Heroin to him in a parking lot in the 1900 block of the North Fifth Street Highway in Reading, Berks County. Pedro Santos arrived at the parking lot on foot. Santos negotiated the sale of the heroin with the undercover detective. At the conclusion of the negotiation, Santos directed the detective to drive to another parking lot across the street. When they arrived, Santos went to a vehicle that was being operated by the suspect Eliseo Antonio Ramos. Santos retrieved the one-hundred grams of heroin from the Honda and delivered it to the detective in exchange for currency. After the exchange was made, Pedro Santos and Eliseo Ramos were taken into custody.
After both suspects were in custody, Detectives executed a search warrant at 429 W. Oley Street in Reading, PA.
As a result of the search warrant, officers seized the following items:
- approximately 450 grams of suspected heroin (12 bags)
- approximately 900 (130 grams) of Oxycodone Hydrochloride pills (2 bags)
- Smith & Wesson 9 mm handgun
- $600 in U.S. Currency
- Metro PS prepaid cellular telephone
- numerous packaging materials related to heroin and cocaine
- paraphernalia related to the sales of heroin - two digital gram scales, impulse heat sealer, 16 oz of Inositol, sifter, and related packaging material
Both Eliseo Ramos and Pedro Santos were arraigned and committed to Berks County Jail that evening on charges related to the heroin sale on North 5th Street Highway. They are being held in lieu of $200,000 cash bail each.
On October 18, 2013, the Berks County Detectives filed additional charges on Pedro Santos related to the evidence found at 429 W. Oley Street. The investigation is still active, and more arrests are anticipated in the future.
The amount of heroin seized as a result of the uncercover purchase and search warrant was enough to produce 27,500 individual dodes, and had a street value at that dosage level of $275,000.
