ENDANGERING THE WELFARE OF CHILDREN

On  November 16, 2017, detectives from the Berks County District Attorney’s Office Child Abuse Unit received information from the Reading Police Department relative to an unattended infant inside a baby carrier on the sidewalk in the 1100 block of Perkiomen Avenue, Reading.
 
During the investigation, detectives learned that the Reading Police Department received a call regarding an unattended infant child.  Police officers immediately placed the infant child in a warm patrol child, due to the outside temperature being approximately 48 degrees. Reading Police officers initially attempted to locate the parents by canvassing the neighborhood.  Patrick Rossi arrived approximately ½ hour later under the influence of alcohol and advised the Reading Police officers that the infant was his son.  He admitted that he accidentally left his son, the infant victim, alone while he loaded items into a vehicle before departing. When Rossi arrived at his destination in the borough of Temple, he realized that he left his child on the sidewalk in Reading. 
 
Berks County Children and Youth Services took custody of the infant after being granted emergency custody by Berks County Common Pleas Court Judge Lash.
 
            Subsequently, on December 8, 2017, Berks County Detectives obtained an arrest warrant from Magisterial District Judge Thomas Xavios for Patrick Jason Rossi for the charge of Endangering the Welfare of Children.
 
            On December 11, 2017, Rossi turned himself into Berks County Detectives. The defendant was arraigned before Magisterial District Judge Kennedy and was subsequently released on $10,000 unsecured bail.
