Endangering Welfare of Children, Simple Assault and Harassment

On December 31, 2012, Berks County District Attorney’s Child Abuse Unitinitiated an investigation after receiving a report from the Amity Police Department of a physical assault of a two year old child. During the investigation, detectives learned that Justan David Heckman (paramour of the victim’s mother) physically assaulted the victim, while babysitting the child. At the time of the assault, the victim’s mother was at work. Heckman physically removed the child’s diaper and struck the child’s buttocks with his open right hand several times, inflicting severe pain, bruising and swelling.

On January 4, 2013, detectives obtained a statement from Heckman. During the statement, Heckman admitted that he struck the two year child’s bare buttocks with his open hand. He struck the child on numerous occasions on 12/31/12 during an eight hour period, while he was babysitting for his girlfriend. The reason he assaulted the child according to Heckman was to punish the child for misbehaving.

On January 31, 2013, detectives obtained a warrant arrest for Heckman for the aforementioned charges. Heckman surrendered to detectives at approximately 8:00 AM at the Berks County Detectives office. Heckman was escorted the Berks County Sheriff’s Central Processing Department for video arraignment. Bail was set at $25,000 unsecured.

Berks County Children Youth Services assisted in the investigation placing the victim in protective care on January 1, 2013.
