In October of 2013, detectives from the Berks County District Attorney's Crime Unit initiated a financial investigation into reported allegations of fraudulent business practices and theft by Reginald Reese, a private contractor.

During the investigation, detectives learned that Reginald Reese participated in fraudulent business practice in July and August of 2013. During this time, Reese did enter into contracts with three separate property owners from Berks County (two from Shillington and one from Reading). Each victim paid money in advance for Reese to perform renovation and repair work to their properties. Subsequently, Reese did not complete the work and refused to return the advanced money. The combined financial loss of the three victims totaled $8,075.00.

As a result, detectives obtained a warrant of arrest for Reginald Reese on the charges of Fraudulent Business Practices and Theft by Deception. The warrant was issued by Magisterial District Judge Nicholas Bentz, Jr. on December 23, 2013.

Reginald Reese was apprehended on January 10, 2014, in Muhlenberg Township by the Berks County Sheriff's Department Fugitive Task Force. Subsequently, he was arraigned before Magisterial District Judge David L. Yoch. Bail was set at $50,000 and committed to Berks County Jail.

Reese has prior convictions for the same crimes in the state of Indiana and Pennsylvania.
