Montgomery County District Attorney Risa Vetri Ferman and Berks County District Attorney John T. Adams announced the arrest of six (6) Mexican nationals: Jose Dejesus Montilla, Hector Hugo Cucuas, Alder Herandez-Solorio, Juan Carlos Morales-Soria, Eloy Soloria-Flores, and Alejandro Ruiz Cabrera for their roles in the high-level trafficking of crystal methamphetamine and cocaine.
These individuals had a base of operation in the City of Reading, Berks County, but were trafficking cocaine and crystal methamphetamine in Montgomery County. Charges against the defendants include: Corrupt Organizations; Delivery, and/or Possession With the Intent to Deliver a Controlled Substance; Criminal Conspiracy; Firearms not to be Carried without a License; Criminal Use of Communication Facility; and related charges.
A number of law enforcement agencies including the Montgomery County District Attorney's Narcotics Enforcement Team (MC-NET); the Berks County District Attorney's Narcotics Enforcement Team (BC-NET); the Drug Enforcement Administration (DEA); the United States Department of Homeland Security (Immigration and Customs Enforcement and Removal Operations); Exeter Township Police Department; Douglass Township Police Department; and the Pennsylvania State Police, combined their resources to stop this drug trafficking organization.
This investigation began in December 2012 and culminated when the last member of the organization was arrested on October 7, 2013. The investigation was initiated by a Detective with the Montgomery County District Attorney's Narcotics Enforcement Team, who began the undercover investigation on suspected drug trafficker Jose Dejesus Montilla (a/k/a Rodrigo Ramirez-Ramos). During the first meeting on December 17, 2012, Jose Dejesus Montilla offered to sell an undercover detective one pound of crystal methamphetamine for $27,000. During this initial meeting, Montilla sold the undercover detective 28 grams of crystal methamphetamine for $1,800. Montilla also asked for the undercover detective's assistance in obtaining a handgun during their first meeting.
On January 25, 2013, Montilla and some of his co-defendants met with the undercover detective at the Zern's Farmers Market located at 1100 East Philadelphia Avenue, Gilbertsville, Montgomery County. The suspects gave a small sample of cocaine to the undercover detective during this meeting. Shortly thereafter, these individuals sold two (2) ounces of cocaine to the undercover detective for $2,000 cash.
In August 2013, Montilla began negotiations with the undercover detective to sell a large quantity of crystal methamphetamine. On August 12, 2013, Montilla directed a subordinate to deliver the undercover detective samples of two kinds (qualities) of crystal methamphetamine. This delivery occured at a restaurant located at 1015 E. Philadelphia Avenue, Gilbertsville, in Montgomery County.
On August 31, 2013, Montilla agreed to sell the undercover detective a pound and a half (1.5 pounds) of crystal methamphetamine for $43,000. The location of the delivery was set for Zern's Farmers Market in Douglass Township, Montgomery County. At Montilla's direction, Hector Hugo Cucuas (a/k/a Hector Solorio) met with the undercover detective in the parking lof of Zern's Farmers Market. Inside Cucuas' vehicle was a loaded 9 mm handgun. Cucuas accepted partial payment for the 1.5 pounds of crystal methamphetamine that was in his possession. Law enforcement officers observed two other individuals, Eloy Solorio-Flores and Alder Hernandez-Solorio, watching over the drug transaction.
Hector Hugo Cucuas, Eloy Solorio-Flores, and Alder Hernandez-Solorio were taken into custody by the Montgomery County District Attorney's Narcotics Enforcement Team on August 31, 2013. Evidence seized from these defendants included the loaded handgun, 1.5 pounds of crystal methamphetamine and seven (7) cellular phones. Cellular telephone records, including text messages, provided evidence all three individuals conspired with Montilla in this drug transaction.
These three defendants were charged with the delivery occurring on August 31, 2013. They were remanded to the Montgomery County Correctional Facility after failing to post bail. Jose Dejesus Montilla, Juan Carlos Morales-Soria were arrested later by Berks County Detectives and held at the Berks County Jail System. Alejandro Ruiz Cabrera was arrested by the Pennsylvania State Police on October 7, 2013.
These six (6) defendants will be arraigned on October 8, 2013, before Magisterial District Judge Maurice Saylor between 12:30 and 1:00 p.m. A preliminary hearing date will be set by Judge Saylor at the defendant's arraignment. Judge Saylor's Court is located at 1881 Swamp Pike, Gilbersville, Montgomery County.
Assistant District Attorney Kelly Lloyd will prosecute this drug trafficking organization.
