Berks County District Attorney, John T. Adams, announced on March 22, 2018, the arrest of fifteen defendants with operating a violent drug trafficking organization (DTO) in Berks County. These fifteen individuals were arrested yesterday March 21, 2018, in an early morning round-up. The defendants were charged with committing offenses involving violations of the PA Crimes Code and the PA Controlled Substance Act, specifically criminal (attempt, solicitation & conspiracy) to commit murder, delivery of controlled substances which included heroin, cocaine, methamphetamine, synthetic cannabinoids and marijuana, dealing in proceeds of unlawful activity, corrupt organizations and criminal use of communication facility. The arrest warrants were issued by Magisterial District Judge Sandra Fegley.

This investigation was initiated in September of 2017 after detectives from the Berks County District Attorney's Office and Investigators from the City of Reading Police Department learned of a violent drug trafficking organization (DTO) operating in Berks County. Detectives and Investigators from both agencies joined efforts with the Pennsylvania State Police (PSP) and Federal Bureau of Investigation (FBI) in a collaborative effort to dismantle the DTO.

During the investigation, law enforcement utilized all investigative means and tools at their disposal; including physical and electronic surveillance. As a result, the investigation revealed that members of the DTO conspired with others to distribute illegal drugs throughout Berks County and beyond. Detectives discovered that members of the DTO utilized extreme violence including assaults, shootings and witness intimidation as a method to maintain and gain status within the drug culture and eliminate potential threats.

This investigation centered around Jesus Feliciano-Trinidad (a/k/a Chewey), but as the investigation progressed, other suspects were quickly identified. Detectives developed probable cause which allowed District Attorney Adams to make application to the PA Superior Court to authorize the utilization of electronic surveillance on members of the DTO. Once authorized, the investigation continued for a span for approximately thirty days until enforcement operations began March 21, 2018, and still continue today.

During the investigation, detectives identified twenty individuals that were active members of the organization. Jesus Feliciano-Trinidad was identified as the leader of the organization.

During the past thirty (30) days, Feliciano-Trinidad plotted with other members of the DTO to murder five (5) victims on five (5) different occasions.

On February 25, 2018, Feliciano-Trinidad planned to murder a rival drug dealer at a location in the 500 block of Moss Street, Reading. This plan was thwarted when detectives immediately secured the residence and served a search warrant that morning before Feliciano-Trinidad could carry out his act of violence. As a result of the search warrant, four (4) rival drug dealers were arrested inside the residence. Detectives seized approximately 200 packets of heroin, money believed to be proceeds from sales and drug paraphernalia associated with the distribution of drugs.

On February 27, 2018, Feliciano-Trinidad planned to murder the brother of the aforementioned rival drug dealer at a location in the area of Elm and Moss Streets, Reading. This plan was stopped when uniformed Reading Police officers established a presence at that location. Subsequently, Feliciano-Trinidad along with four (4) others were stopped operating a vehicle in the 100 block of South 3rd Street, Reading. Detectives seized the vehicle after finding a gun under the front passenger seat. Later, detectives obtained a search warrant for the vehicle and seized three (3) fully loaded handguns inside a hidden trap. After further investigation, detectives determined that Feliciano-Trinidad along with two of the passengers, Richie Rivera & Dewayne Quinones, conspired together to commit the act of violence against the brother of the rival gang member.

On February 27, 2018, Feliciano-Trinidad planned to murder an unidentified victim at a location at the 300 block of south 8th Street, Reading. Feliciano-Trinidad and three (3) other individuals proceeded to that location in a vehicle. Detectives immediately took action and stopped the vehicle in the 200 block of South 9th Street, Reading, before the vehicle could reach its targeted destination. Subsequently, detectives seized the vehicle and later served a search warrant on that vehicle. Further investigation revealed that Feliciano-Trinidad planned to commit this act of violence along with Freddie Lee and Sharon Melendez-Ortiz.

On March 3, 2018, during the course of the wiretap investigation, detectives intercepted a conversation between Feliciano-Trinidad and an unidentified individual. During that conversation, Feliciano-Trinidad planned and conspired with the unknown individual to murder a victim (un-named for investigative purposes).

On March 16, 2018, Feliciano-Trinidad had a phone conversation with one of the members of his organization. During that conversation, Feliciano-Trinidad ordered him to bring a firearm to the area of 11th and Franklin Streets, Reading, for the purpose of committing a violent act. Shortly after the phone call, surveillance detectives observed an unknown male, later identified as Jaime Perez-Cruz exit 34 South 11th Street and walk towards 11th and Franklin Streets. Detectives immediately stopped Perez-Cruz before reaching his destination. They searched him for weapons and found a fully loaded 9 mm handgun. Perez-Cruz was arrested and charged with firearms offenses.

On March 20, 2018, sealed search warrants were signed by a Berks County Common Pleas judge.

On March 21, 2018, those search warrants were served at the following locations:

  2. 542 South 11th Street, Reading
  3. 34 South 11th Street, 1st floor apt., Reading
  4. 329 Lombard Street, Reading
  5. 2188 D Elder Street, Reading
  6. 316 North 9th Street, Apt. A, Reading
  7. 329 Constitution Way, Reading
  8. 333 Constitution Way, Reading
  9. 124 Buttonwood Street, 2nd floor apt., Reading
  10. 304 South 6th Street, 2nd floor apt., Reading
  11. 330 South 10th Street, Reading

The following items were seized from the aforementioned locations:

  • 470 grams of Heroin/Fentanyl - potential street value of $140,860.00
  • 150 grams of Cocaine - potential street value of $15,000.00
  • 2485 grams of Methamphetamine - potential street value of $248,500.00
  • 325 Oxycodone pills - potential street value of $6,500.00
  • 40 packets of Synthetic Cannabinoids - potential street value of $400.00
  • 21 firearms
  • $19,862.00 in U.S. Currency
  • Drug related paraphernalia associated with distribution
  • One ballistic bullet-proof vest

The arrested individuals were transported to the Sheriff's Central Processing Unit and arraigned before Magisterial District Judge Sandra Fegley. Bail ranged from one million to nine million dollars. They were all committed to Berks County Jail.
