Correctional Facility Project

The County of Berks has restarted the planning process to construct a new correctional facility to replace the existing County Jail. The project had been on hold for nearly two years due to the COVID-19 pandemic, but was set back into motion in January 2022.  A project website will be available soon. Until then, updates about the project can be found here. 


​Mission Statement

The Berks County Correctional Facility provides secure, safe and compassionate confinement of the temporarily incarcerated. We accomplish this by providing cost-efficient services focusing on rehabilitation, recidivism reduction and social restoration with an emphasis on education and self-improvement. Through evidence-based programming, those confined are more prepared to re-enter the community as law-abiding and productive citizens. ​


​​Project Team
The County has hired CGL Companies, LLC, a national corrections planning and design firm, to assist with the planning process and public outreach. The Commissioners approved three component service agreements on January 20, 2022 as part of the Master Agreement to start the process. An explanation of the services and associated costs for each agreement are available below:


The Berks County Commissioners appointed a Steering Committee to oversee the design and construction of the new correctional facility. The Steering Committee meets regularly with CGL representatives to keep the project moving forward.

​Needs Assessment

When the County initially looked into the future of the jail system in 2018, CGL prepared a Needs Assessment report to assist with developing a long-term plan. The overall project was put on hold in early 2020 due to the COVID-19 pandemic. When it resumed earlier this year, it was clear that the prior Needs Assessment would need to be updated to reflect recent criminal justice trends. 

The Needs Assessment report documents the update to the 2018 Needs Assessment and provides the recommended bed space target for planning and program development of the new Berks County Correctional Facility.
