Developmental Disabilities


Developmental Disability Services are primarily funded by Federal Medicaid Dollars. Prior to the "Waiver", Medicaid funds were only permitted to be spent in institutional settings. The Waiver of the Medicaid rules has allowed individuals with developmental disabilities to be supported in their homes and communities.


The Mental Retardation Bulletin #4210-02-05 defines eligibility as the following:

"The essential feature of Mental Retardation is significantly sub average general intellectual functioning that is accompanied by significant limitations in adaptive functioning in at least two of the following skill areas: communication, self-care, home living, social/interpersonal skills, use of community resources, self-direction, functional academic skills, work, leisure, health, and safety. The onset must occur before the individual's 22nd birthday."

Waiver Description

Person/Family Directed Support Waiver – state and federally funded program that provides support for individuals with mental retardation. This waiver is available to individuals age 3 and over.

Medicaid 2176 Waiver – state and federally funded program that provides support for individuals with mental retardation. This waiver program is available for individuals age 3 and over.

Once you are determined eligible for mental retardation services, the supports coordinator will assist you in determining how your services will be funded. Funding for waiver services is dependent on the type of service you need as well as the amount of money provided by ODP. The amount of money given to counties is based on the Annual Plan that is submitted to this state office.
