About Department

Our Vision

The Mental Health/Developmental Disabilities system will be a partnership of consumers, family members, service providers and policy makers which creates options responsive to individual needs and preferences.

Our Mission

To provide quality care as well as the delivery of efficient public services and supports for individuals with mental illness and mental retardation so that they can increase their opportunities and abilities to lead lives of dignity and independence.  Acknowledging that Recovery is an ongoing process, MH/DD is committed to promoting personal growth, choice, and inclusion of consumers in their community.   

About MH/DD

The MH/MR Act of 1966 established the MH/DD Program. The PA Department of Public Welfare through the Office of Developmental Programs, the Office of Mental Health and Substance Abuse Services, and the Office of Child Development and Early Learning regulates the Program. The federal, state and local government funds it. Through its contracted provider network, it administers a broad array of services for individuals and families.
