Congestion Management Process

 

The Congestion Management Process (CMP) is a continuous method of monitoring congestion on the entire transportation network and planning for ways to alleviate those issues. Knowing where and when congestion occurs, along with what causes it, is only one part of the process. Devising a range of mitigation strategies and implementing those strategies is paramount in relieving congestion. This is a performance based process that can help us manage existing travel facilities by identifying the type, location, and duration of problems within the system. As a federally designated Transportation Management Area (TMA), Berks County must now maintain a CMP as part of the metropolitan planning process for transportation.
 
The current 2007 Congestion Management Process (CMP) can be access here.  In March, 2016, a completely new Draft CMP became available for review and comment.  Comments on the March, 2016 DRAFT Congestion Management Process (CMP) (caution:  12 MB file size) will be accepted from now until the close of business on Tuesday, April 26, 2016.  Comments may be submitted by:
