WOMELSDORF BOROUGH COUNCIL MEETING

Held at 101 W. High Street on

September 3, 2013

 

This meeting was called to order by Council President Vince Balistrieri at 7:00PM beginning with the Pledge of Allegiance.

 

PRESENT

Council Members-Carl Liptak, Connie Keller-Sheffy, Kyle Hamilton, Jack Hays, Wynn Herbine and Vince Balistrieri; Solicitor-Allen Shollenberger, Esq., Engineer-Jamie Motley, Mayor-Jen Gettle, Police Chief-John Reber, and Secretary-Mickey Balistrieri

 

ABSENT-Vickie Madden

 

GUESTS

Fire Chief-Bob Martin, Asst. Ryan Zerbe, and Michael Wagner-Reading Eagle.

 

Motion by Mr. Liptak second by Mr. Hamilton to accept the August 7, 2013 Council Meeting Minutes as presented. Motion carried unanimously.

 

Motion by Mr. Hays, second by Mr. Hamilton to accept the August 20, 2013 Workshop Meeting Minutes as presented. All in favor with Mr. Liptak abstaining.

 

Motion by Mr. Herbine, second by Mr. Liptak to accept the list of bills to be paid totaling $47,004.29. Motion carried unanimously.

 

Motion by Mr. Hays, second by Mr. Herbine to pay payroll between meetings. Motion carried unanimously.

 

COMMUNICATIONS

A list of communications was given to Council Members, none requiring action.

 

CITIZENS TO BE HEARD

Fire Chief Bob Martin reported that the Fire Company is looking into replacing the ladder truck.

They are currently trying to sell their 1997 ladder truck for $155,000. The plan is to sell the ladder truck, use money market funds and some fire tax monies to purchase a used truck with a bigger pump and longer ladder. A Memorial Service will be held at Trinity Evangelical Church on Lyman Avenue next Tuesday at 7:00PM.

 

SOLICITOR-No report at this time.

 

ENGINEER

Boiler Variance-Mr. Motley received the variance requested for the library boiler.

 

Planning Commission-Squire Hill is resubmitting a sketch plan for September’s Planning Commission Meeting.

Flooding-E. High/Mulberry Alley-Mr. Motley reported that he got together the information he needed from the flood study that was done for Squire Hill; he will take some elevations and will be able to provide the order of magnitude of what it would take down there. He will have that information at the next meeting.

 

John F. Martin Project-This project is on schedule.

 

C.W.West-Stormwater Management-Mr. Motley reported that the school district has asked him to address this rather than their engineer. That permit can’t get closed out until the water gets put into the detention basin. Discussion that the rain gardens are not functioning. Mr. Motley reported that the school will be paying for his work. Mr. Motley will also talk to the school about the high grass and weeds that are not being cut.

 

Code Enforcement-VFW island has been planted with wild flowers, Mr. Motley will talk to the VFW. 107 S. Front Street (rear) was issued a Notice of Violation. Discussion on several properties that are in need of code enforcement. Mr. Balistrieri suggested that a local Code Enforcement Official would be helpful and cost effective. Mr. Balistrieri suggested that Mr. Hays would be a good candidate for this position as he has the knowledge of the codes.

 

MAYOR

Substitute Crossing Guards-Motion by Mr. Hays, second by Mrs. Keller-Sheffy to hire Nancy Schwartz as a substitute crossing guard, upon background check clearances. Motion carried unanimously. Mayor Gettle will contact an additional applicant.

Discussion on the cell phone charges. Mr. Balistrieri will research the contract with Sprint/Nextel.

 

MR. LIPTAK

Electronic Recycling-Mr. Liptak reported that the boy scouts do not have the manpower to do this project this year. The electronic recycling truck would come but they will not take any CRT type TVs or monitors, which was 70-80% of what was collected last year. We can put signs up stating that we are NOT taking electronics this year.

 

PSAB Webinar-Mr. Liptak registered for a webinar on LED lighting; he couldn’t access the webinar. If he gains access to the webinar, he has an invoice for $40.00 to submit for payment at the Workshop Meeting.

 

Parking blocks-Mr. Liptak will look into parking blocks to replace the old telephone poles that

are being used at the pool parking lot. The poles are deteriorating and could be trashed during fall clean up. Mr. Hays will check the poles and contact Doug.

 

MRS. KELLER-SHEFFY

Pool Family Day-Mrs. Keller Sheffy reported that everyone had a good time. Mrs. Keller-Sheffy had questions on the Chief’s report, traffic stops and habitual speeders.

 

MR. HAMILTON

Fire Co. /Liaison-nothing to report as Chief Martin provided information on the ladder truck.

Pool- The pool is closed. We received the check from the “Y” for their day camp’s usage of the pool. Discussion on the pool attendance being down everywhere this year. Repairs were needed again where the pool seams were sealed. Chief Reber reported that the keying of the filter room lock needs to be repaired, as the alarm goes off each time the chemicals are delivered. Council Members to bring questions/comments to the workshop meeting in regards to contracting the “Y” for next year. A meeting to be held with the “Y” in late September to discuss next year.

 

Web-site-Mr. Hamilton put the newsletter on the web site. Information for the Fall Clean Up is on the front page of the web site for easy access for everyone.

 

MR. HAYS

Line painting/street sweeping-The guys are trying to get these things done.

 

UGI -UGI has the pavements marked to install the gas service at the Borough Hall and Library.

 

Library-Mr. Hays reported that he and Doug have been watching the water runoff in the library parking lot after it rains. The parking lot should have been slopped for the water to run to the catch basin. Mr. Motley suggested that they might try bituminous roll curbing to direct the water.

 

Maintenance Garage-Mr. Hays reported that the shingles are lifting again. He will look into having it resealed if it is not under warrantee anymore.

 

Mirror-A mirror will be ordered; PennDOT and PPL need to be contacted if we like the mirror.

 

Part-time Maint-Mr. Hays will check with Doug to see what projects are left to be completed that

Rick’s assistance will be needed.

 

MR. HERBINE

Newsletter-Mr. Herbine took the newsletter to the printer on August 22nd and had them back on the 29th for the Boy Scouts to deliver them.

 

UGI Street Work-Mr. Herbine reported that he contacted UGI to repair the streets where they have dug them up to install gas service.

 

MR. BALISTRIERI

Sewer rate letter-Mr. Balistrieri provided Council Members with a draft of a letter explaining the

sewer rate increases. The rates will increase in November which will be seen in your April Bill. The final letter will be mailed to all property owners in the near future.

 

With no further business before Council, this meeting adjourned at 8:30PM on a Motion by Mr. Liptak, seconded by Mr. Herbine. Motion carried unanimously.
