Womelsdorf Borough Council Meeting

Held at 101 W. High Street on

July 2, 2013


This meeting was called to order by President Vince Balistrieri at 7:00PM beginning with the

Pledge of Allegiance.



Council Members-Connie Keller Sheffy, Vickie Madden, Kyle Hamilton, Jack Hays, Wynn Herbine and Vince Balistrieri; Solicitor-Allen Shollenberger Esq., Engineer-Jamie Motley,

Mayor-Jen Gettle, Police Chief-John Reber and Secretary-Mickey Balistrieri

Motion by Mr. Hays, second by Mr. Herbine to accept the June 18, 2013 Workshop Meeting Minutes as presented. Motion carried unanimously.


Motion by Mrs. Madden, second by Mr. Herbine to accept the list of bills to be paid totaling

$49,915.00.  Motion carried unanimously.


Motion by Mr. Herbine, second by Mr. Hamilton to pay payroll between meetings. Motion carried unanimously.



A list of communications was given to Council Members, none requiring action.



Bob Martin-Fire Chief: Chief Martin reported that a request now needs to come from the municipality for Fire Police assistance.  Mr. Berkihiser will email information to Mickey for the upcoming POW ride, and future requests for assistance. Chief Martin is inviting PA Fire Recovery Service to a Council Meeting to explain their service of billing insurance companies for recovery of fire equipment items. Mr. Balistrieri requested that they attend a workshop meeting rather than a general meeting. Question as to whether the Boot Factory’s fire alarm system is still hooked up, Mr. Motley to check into this.


SOLICITOR-Nothing to report at this time.



John F. Martin-Mr. Motley reported that a pre-construction meeting will be held tomorrow, permit fees have been paid and the permits have been issued.


Code Enforcement-Mr. Motley reported that the Zerbe property at the east end of town is being cleaned up. The tree complaint at Adams Drive has been taken care of; the tree has been cut so that it does not obstruct the sidewalk. The Jefferson Street property is down to one vehicle now and removed some of the tarps.  A Summary Citation has been issued to 510 W. Franklin Street for weeds, and a Notice of Violation under the Zoning Ordinance was also issued.


C.W. West Elementary-Mr. Motley is waiting for DEP to close that out so that we can make changes.



Library-Mrs. Keller Sheffy reported that the Library made $11,578.00 on the run. They would like assistance from the Borough to remove the thistles on the library property. It was suggested that they use students who would like to earn community service hours. Discussion on Stacy Hamilton’s letter of resignation from 2012.  Motion by Mrs. Keller Sheffy, second by Mr. Hamilton to rescind the appointment of Allison Yeager to the Library Board of Trustees for failure to accept the appointment. Motion carried unanimously. The Library Board now has six members with one vacant seat.



Trash can/recycling issues-Mr. Hays is working on the ongoing problems with trash and recycling complaints.



Part Time Police Officers-Motion by Mr. Hamilton, second by Mr. Hays to hire Darrin Dougherty, Rhiannon Trate, and Artemus Tuisl as part time police officers at $13.55 per hour with a six month probationary period. Background checks were completed and cleared.

Motion carried unanimously.


Pool Party/Family Day-Discussion on planning activities for a Family Day on August 24th with

a DJ possibly from 1:00 – 4:00.  Mrs. Madden will shop for items for the children’s games.


Pool issues-Discussion was held with Brett Mayer on the pool being closed too soon on Monday, July 1st when inclement weather was threatened but did not occur. Mrs. Keller Sheffy would like to see additional Pesticide License’s posted at the pool. Chief Reber asked Mr. Hamilton to check the keys to the chemical door to see why the alarm is going off when the chemicals are delivered.



Town Park-repairs-Mr. Hays reported the following action to be taken: painting bars on swings, pricing swing seat replacements, replace tires, replace missing bubbles, chain links to climbing bar, sand graffiti from wooden posts and seal, repair camera, add cameras to pavilions, trim pine branches at police garage, seed to be planted where trees were ground out. The pavilions were pressure washed.


Heating System Conversion-Mr. Hays reported that he sent out four requests for price quotes, only one was returned. He will follow up with phone calls to see if there is interest from the other companies in providing quotes.


Trash Complaints-Mr. Hays reported that he has been busy responding to trash complaints. Discussion that the haulers are working in the Borough before the time stated in the contract which is 7:00AM.



Streetlights-Mr. Herbine reported that thirty-nine streetlights will be cleaned. Five will be done each week.


School tax and Per Capita tax-Mr. Herbine reported that the school’s tax bills and per capita tax bills are out. The per capita tax has not changed; the school tax has increased .44 mills.


Newsletters-Articles to be received by August 16th for the Fall/Winter Newsletter. Clean Up will be September 12, 13, & 14th. The newsletters need to be ready for delivery in time to notify residents about clean up. Prices can remain the same as long as the fees for removal have not gone up.



Sewer Authority-Mr. Balistrieri reported that the Sewer Authority received their reimbursements

from FEMA, PEMA, etc. for the storm damage. They received all but approximately $100,000.00 of their expenses. Discussion on a rate increase being needed to operate the plant, with all housing units billed equally.



Mayor Gettle requested an Executive Session for Personnel reasons.  Council went into Executive Session at 8:15PM and returned at 8:45PM.


With no additional business brought before Council, Motion to Adjourn moved by Mr. Herbine, second by Mr. Hays.  This meeting adjourned at 8:50PM.
