November 19 2013 workshop

This meeting was called to order by Council President Vince Balistrieri at 7:00PM.



Council Members: Mr. Liptak, Mrs. Keller-Sheffy (7:35), Mr. Hamilton, Mr. Herbine, and Mr. Balistrieri; Mayor-Jen Gettle, Police Chief-John Reber, and Secretary-Mickey Balistrieri

Motion by Mr. Hamilton, second by Mr. Liptak to enact the Employment Agreement with Officer Pontician to become the Chief of Police as of January 1, 2014. Motion carried unanimously. Mr. Balistrieri and Officer Pontician both signed the Agreement. 


Motion by Mr. Hamilton, second by Mr. Liptak to designate Officer Pontician as “Chief In Training” at a rate of $17.00 per hour effective November 25, 2013. Motion carried unanimously.  Chief Reber presented the new “Chief In Training” with his new badge. 


Motion by Mr. Liptak, second by Mr. Hamilton to pay the list of bills to be paid as presented, totaling $20,579.45. Motion carried unanimously.



A list of communications was given to Council. Motion by Mr. Herbine, second by Mr. Liptak to renew the copier contract with Berks Copy Tech, Inc. in the amount of $745.00.  Motion carried unanimously. Motion by Mr. Hamilton, second by Mr. Herbine to sponsor the Berks County Solid Waste Authority with a $50.00 donation. Motion carried unanimously.

Motion by Mr. Liptak, second by Mr. Herbine to advertise the ordinance adopting a Police Pension Plan Document for the December 3, 2013 Council Meeting.  Motion carried unanimously.


Motion by Mr. Liptak, second by Mr. Herbine to pay payroll between meetings. Motion carried unanimously.



Fire Chief Bob Martin introduced Shawn Meder, of PA Fire Recovery Service.  Mr. Meder presented Council with information pertaining to his business as a 3rd party billing agency who is offering to bill insurance companies for materials used by our fire department on service calls. This 3rd party billing agency takes 15% of what is collected. There are no filing or start up fees, and no burden is placed on citizens. They would like an Ordinance adopted which authorizes the Fire Company to bill for their services. Mr. Meder to supply copies of ordinances adopted by other Boroughs for the Solicitor to review.





Scanner: Mr. Hamilton would like a tax exemption form to purchase the scanner.


Computer Repaired: Mr. Balistrieri reported that he sat here for hours on Saturday, November 9th and Jason did not show up to work on the computers. Mr. Hays sent an IT person who services Bilco; he looked at our computer system, repaired the networking within an hour and is billing us $25.00 for the job.



Banners: Mr. Herbine reported that when we take down the Christmas decorations, we only have 12 good banners to put back up. Mr. Herbine would like to purchase 30 new banners for $3,225, which he put into the budget. Mr. Herbine reported that the banners Mrs. Hopple was talking about will not be done for a couple of years. He requested permission to order the original banners. Discussion on whether to purchase the Hometown Hero banners or the original banners. Mr. Herbine reported that he checked with some of the Vets and they haven’t even discussed this

project yet. Mr. Balistrieri will contact the Vets.


Street Light-Line Drive: Mr. Herbine is having PP&L move the streetlight from the pole it is on now to a pole closer to the intersection. This will brighten the intersection at Line Drive and Third Street.



Part time Police Officers: Mayor Gettle requested a motion to advertise for additional part time police officers. Motion by Mr. Liptak, second by Mrs. Keller Sheffy to advertise for Part-time Police Officers. Motion carried unanimously.  The ad to be run in the week of December 8th – 15th with applications accepted until January 17th.


Retirement Gathering: Mayor Gettle would like to have a social following the Workshop Meeting as a retirement gathering for the Chief. She would like the community to be able to stop in and say good bye and thank you to the Chief. Mrs. Keller Sheffy offered to order the refreshments. The Workshop Meeting scheduled for 7:00PM will be a quick meeting and the social can start at 7:30PM.



Christmas Events: Mrs. Keller Sheffy reported that Doug will be picking up the Borough’s Christmas Tree; there will not be a tree lighting ceremony this year. Motion by Mr. Liptak, second by Mr. Hamilton to authorize Mrs. Keller Sheffy to purchase gift cards for the employees in the same amounts as last year. Motion carried unanimously.


Budget: Mr. Balistrieri called for questions, concerns or changes with the proposed budget.

No one had any questions, concerns or change requests.

Meeting Attendance: Discussion on paying Council Members only when they attend the Council Meetings, unless there is a legitimate reason for their absence.  PSAB and the Solicitor can be consulted at the next meeting.


New Borough/Mayors Association: Council needs to appoint a voting delegate to this association.  Motion by Mr. Liptak, second by Mrs. Keller Sheffy to appoint Vince Balistrieri as our Borough’s Voting Delegate to the new joint Berks County Boroughs/Mayors Association.

Motion carried unanimously. Mr. Balistrieri reported that the next meeting will be held on December 10th if anyone would like to attend.


With no further business before Council, Motion by Mr. Liptak, second by Mr. Herbine to adjourn the meeting at 7:55PM. Motion carried unanimously.
