BESTOWED HONOR

Starting from the left: Officer Kevin M. Quinter, Sgt. William O. Roecker, Jr., Mayor Robert Shuttlesworth, Officer Douglas A. Goeltz, Criminal Investigator George R. Bell, Jr., Police Chief Jeffrey Biehl, Officer Ashley L. Borman, Officer Raymond A. Waligorski

The 2012 Meritorious Service Award is hereby presented to Investigator George R. Bell, recognizing his highly unusual accomplishment under adverse conditions with some degree of hazard to life and limb or where death or injury to a third party was prevented.  On March 19, 2012, Investigator Bell was inside the M&T Bank at 8th and Penn Avenue, when a disguised subject entered the bank; demanding money and threatening to detonate an explosive device on his person.  Investigator Bell immediately identified himself as a police officer, drew his weapon and confronted the subject.  The actor menacingly approached Bell restating his intent to detonate the device, "blowing everyone up", this allowed bank personnel to flee the area as Bell then fought with the subject.  The assailant continued to threaten an explosion and escape outside the building putting at risk many more civilians.  Investigator Bell was forced to discharge his firearm, preventing a felon from harming others with his claim of an explosive device.  Under such adverse conditions, CI Bell had the presence of mind to affect an arrest, summon medical care and assistance.  His quick thinking and immediate action without regard for his own safety brought this situation to a successful conclusion.  His actions reflect positively on himself and the department.
