Marianne Sutton is currently the Berks County Prothonotary
, serving her fifth term since 1993. During her administration, she initiated Legislation for the Prothonotary
Fee Bill Act (98-164). As Prothonotary
, Marianne has implemented a one-number computerized docketing and tracking system for all Prothonotary
filings. Additionally, an innovative collection system for protection from abuse case costs was created. Marianne also opened an Archival Research Area for records dating from the early 1700s to allow genealogists easier access to the office's historic records in a comfortable atmosphere.
For those individuals unable to utilize this new facility in person, she created and maintained the office's internet website from which researchers can search record indexes off-site, as well as e-mail requests for copies of these historic records.
In March, 2002, Marianne initiated a digital imaging project in the Prothonotary's Office. Now, all documents filed in the office are digitally scanned and available on the office's computer database. Further, all civil and family cases have been imaged back to 1996. On August 3, 2006 the Office began using a new automated cashiering and accounting system and plans are to move forward with redesign or workflow, which includes paperless routing of documents.
A major initiative of Marianne's since 2010 has been the implementation of an effective and cost-efficient e-filing system. In order to proceed with this initiative, the office needed to first implement a brand new and state of the art case management system which would work as the base of support for the e-filing system. This new case management system was implemented in September, 2012 and plans are now moving forward with implementing the e-filing system in 2013.
Marianne's public service career began by serving two terms from 1986-1994 as Berks County Jury Commissioner where she was a Pennsylvania State Office holder for the Jury Commissioners and is currently an associate member. In July, 2000 she received an award of recognition by the Pennsylvania State Association of Jury Commissioners for the work she performed as Jury Commissioner in advancement of the Berks County Jury System. This was followed by her election as Berks County Prothonotary in 1993.
Marianne is active in numerous professional organizations. She is currently Pennsylvania State Delegation Director for IACREOT (International Association of Clerks, Recorders, Election Officials and Treasurers). Marianne has served as the Director-At-Large Clerks Division, and the Delegation Training & Education Director. She also serves on the Educational, Legislative, Strategic Planning, Membership, Budget and Audit Committees. In addition, she served on the Host Committee for the IACREOT International Conference held in Philadelphia in 1997. Marianne was honored at the July, 2006 IACREOT Conference in San Francisco with the prestigious "EAGLE AWARD," which was given for the innovation and success within her office. Specifically, the award focuses on her innovative ideas in office procedures that have resulted in the Berks County Prothonotary's office being more cost effective, run more efficient and more citizen friendly.
Marianne was elected in June 2008 to be President of the State Association of Prothonotaries and Clerks of Courts. The Association's 2009 State Conference was held in Reading that year. At that conference, Marianne began an initiative to bring vendors from around the country to the Association's State Conference. The initiative was a huge success, opening the Association to new avenues of technology while also raising additional revenue. As a result, the Association has since asked Marianne to continue the initiative in subsequent conferences and the 2013 conference will be the 5th conference she has been Vendor Chair for the Association. She also currently serves as Assistant Treasurer of the Association.
Marianne is also a member of the Mid-Atlantic Association for Court Management (MAACM) and the National Association for Court Management (NACM). In June, 2002, the University of Missouri presented Marianne with her Chancellor's Certificate in Public Administration (CCPA). Marianne recently received her Chancellor's Advanced Certificate in Public Administration (CACPA) from the University and received her Advanced Chancellor's Certificate in Court Clerk Administration (CACCCA) in July of 2008.
Volunteer and community service organizations with which Marianne is associated include Director for Women's Counseling Services, Birdsboro Community Memorial Center, and St. Joseph Medical Center Auxiliary Board. She is the Past President of the Birdsboro Rotary, Past President of the Birdsboro Women's Club and Past President of the Berks Muhlenberg Council of Republican Women. She is the Past President of the Pennsylvania Federation of Republican Women. Marianne also volunteers her time as past Co-Chair of the Berks County Employee Volunteer Council and past Co-Chair of the Berks County Employee Council United Way Campaign. She is also a Berks County Prison Society Board Member. For her efforts in serving both the public and private sectors, Marianne was honored in the recently published Volume 1 of "Women in History" that was compiled by the Berks County Commission for Women. In January, 2013 Marianne and husband, Ken celebrated their 57th Anniversary. They have four daughters, thirteen grandchildren and seven great-grandchildren. Marianne was a former business owner in Reading, Pennsylvania prior to her entrance into public service.
