Notice is hereby given that the Berks County Industrial Development Authority (BCIDA), Pennsylvania, is requesting proposals from qualified individuals, organizations and firms to conduct an environmental assessment, preliminary engineering, and surveying services related to a redevelopment project in Bern Township.

 

Sealed proposals will be received until 10 a.m. prevailing time, Monday, November 6, 2006 in the office of the BCIDA, County Services Center, 14th Floor, 633 Court Street, Reading, PA, 19601.  Proposals received will be publicly opened at 10:05 a.m. on Monday, November 6, 2006, and only the name of each consultant will be read publicly.  All proposals must be irrevocable for sixty (60) days after the opening date.

The BCIDA shall award a contract to the responsible and responsive consultant whose proposal is determined to provide the best overall value to the BCIDA as to the most favorable in terms of apparent ability to perform the required services efficiently and effectively.

 

All proposals and other material submitted become the property of the BCIDA and may be returned only at the BCIDA's option.  Information contained in the proposals will not be disclosed during the evaluation process.  Under Pennsylvania's "Right to Know" laws (65 P.L. 390 S 66.1, 66.3, 21 June 1957) public records are required to be open to reasonable inspection.  All proposal information, including detailed price and cost information, will be held in confidence during the evaluation process and prior to the time a Notice of Intent to Award is issued.  Thereafter, proposals will become public information.
