DETAILS OF INCIDENT:
On January 22, 2020, the Berks County District Attorney’s Detectives received (2) two complaints from the National Center for Missing and Exploited Children (N.C.M.E.C.). The complaints involved the possession and file sharing of child pornography utilizing “SnapChat”.
The Berks County Detectives reviewed the complaint and identified a total of (131) one hundred thirty-one digital images of child pornography which were all uploaded utilizing the same Internet Protocol (I.P.) address.
On March 20, 2020, the Berks County District Attorney’s Detectives received a 3rd complaint from N.C.M.E.C. associated with the same I.P. address and involved an additional upload of (82) eighty-two digital images of child pornography.
On June 4, 2020, the Berks County District Attorney’s Detectives received a 4th complaint from N.C.M.E.C. associated with the same I.P. address and involved an additional upload of (3) three digital images of child pornography.
The Detectives were able to identify the I.P. address which was utilized to upload the digital images of child pornography. The I.P. address was associated with the defendant’s address which is located in Sinking Spring, Berks County, Pennsylvania 19608.
The Berks County Detectives identified a total of (216) two hundred sixteen digital images of child pornography.
On June 4, 2020, the Berks County Detectives executed a search warrant at the defendant’s Sinking Spring residence. Additionally, Police Officers from Lower Heidelberg Township and the F.B.I. assisted during this operation.
As a result of the search warrant, detectives seized (1) one electronic device during the search of the residence. The device was transported to the Berks County District Attorney’s Forensic Services Unit for further examination.
A certified forensic examiner conducted the forensic examination of the electronic device and recovered numerous digital images and videos of child pornography.
On January 5, 2021, the Berks County Detectives filed criminal charges against the defendant, Dennis Eugene Heckrote, at Magisterial District Judge Ann Young’s Office and an arrest warrant was issued.
On January 7, 2021, at approximately 6:45 P.M., the defendant surrendered by reporting to the Berks County Detective’s Office. The defendant was immediately escorted down to the Central Processing Center and released into the custody of the Berks County Sheriff’s Department.
The defendant was fingerprinted and photographed.
The defendant had a video Preliminary Arraignment which was held by Magisterial District Judge Andrea Book who set bail at $100,000.00 unsecured. The defendant was released pending a Preliminary Hearing which will be held at a later date.
As in every criminal case, the fact that an arrest occurred or a complaint has been filed is merely an accusation, and the defendant Dennis Eugene Heckrote, is presumed innocent until and unless proven guilty.
