DETAILS OF INCIDENT:
On Thursday, September 5, 2019 the Berks County Detectives Office filed additional criminal charges against the defendant, Andrew J. McCollin.
The defendant was recently charged and arrested for a similar allegation of sexual assault of a child.
The filing of these criminal charges is based on the on-going criminal investigation being conducted by the Berks County Detectives Office involving the defendant.
On August 26, 2019, the Berks County Detectives Office received a complaint relative to a child who was inappropriately touched by a teacher at the daycare where he was enrolled. That daycare was identified as Bright Horizon Family Solutions, Creative Beginnings Early Learning Center, 2390 Bernville Road, Reading, PA.
As part of the ongoing investigation, Detectives learned that a (5) five-year-old male victim disclosed to his parents that his teacher “Mr. Andrew” (later identified as the defendant) touched his private area and his buttocks area on more than one occasion.
On Thursday, September 5, 2019, an interview of the child was conducted. During that interview, the child disclosed the same information which he previously reported to his parents.
On September 5, 2019, the matter was immediately reviewed by the Berks County District Attorney’s Office who approved the filing of new criminal charges against the defendant, Andrew J. McCollin. The Berks County Detectives filed those charges at Magisterial District Judge Brian Strand’s Office. M.D.J. Strand issued a new Arrest Warrant for the defendant.
The defendant was taken into custody upon reporting to the Berks County Detectives’ Office. He was then taken to the Berks County Sheriffs Department for processing and video arraignment. Bail was set at $60,000. He remains free on bail awaiting further court action.

As in every criminal case, the fact that an arrest occurred, or a complaint has been filed is merely an accusation, a defendant is presumed innocent until and unless proven guilty.
