Fraud & Theft Investigation Targeting Financial Institution

 

DEFENDANTS:    All (4) four defendants reside at 628 Brookline Street, Reading, PA.

DETAILS OF INCIDENT:
 
In November 2018, an Investigator for a Financial Institution located in Berks County, Pennsylvania, met with members of the Berks County Detective’s Office to report that they were a victim of Fraud. The bank suffered a financial loss of approximately $23,000.00.
 
As a result of this complaint, the Berks County Detective’s Office initiated a criminal investigation which yielded the following information:
 
The Fraud and Theft involved a pattern of opening a checking and savings account at the bank, fictitiously transferring money (via telephone) amongst accounts to inflate their account balances and then within hours, withdrawing money from the checking account. The withdrawal occurred before the bank could reconcile the transfers and identify that the accounts lacked sufficient funds. The withdrawals were transacted at ATM’s and Point of Sale debits.
 
This scheme involved (4) four people, who were later positively identified as Iris Osorio, Gregory Cotto, Alyssa Cotto and Vivian Rosa. They all utilized the same address, identified as 628 Brookline Street, Reading, Pennsylvania.
 
Iris Osorio, Gregory Cotto and Alyssa Cotto are related to each other.
 
Each defendant opened a checking and savings account for the sole purpose and in furtherance of this conspiracy to defraud the bank:
 
#1 – Iris Osorio / April 3, 2018 @ Branch #393 located at 833 West Trenton Avenue, Morrisville, Pennsylvania.
 
#2 – Gregory Cotto / June 11, 2018 @ Branch #652 located at 2643 Shillington Road, Sinking Spring, Pennsylvania. Alyssa Cotto was present when Gregory opened this account.
 
#3 – Alyssa Cotto / May 15, 2018 @ Branch #678 located at 830 Lancaster Avenue, Reading, Pennsylvania.
 
#4 – Vivian Rosa / July 24, 2018 @ Branch #687 located at 70 Commerce Drive, Wyomissing, Pennsylvania. Gregory Cotto was present when Vivian opened this account.
 
The bank suffered a financial loss of approximately $23, 614.31.
 
On January 29, 2020, the Berks County Detectives Office filed criminal charges against the (4) four co-conspirators at Magisterial District Judge Stuart Kennedy’s Office and warrants were issued for their arrests.
 
On January 30, 2020, Alyssa Cotto and Iris Osorio (mother of Alyssa) surrendered to the Berks County Detectives. They were both taken into custody and taken to the Berks County Sheriff’s Department for processing.
 
A preliminary arraignment was held via video by M.D.J. Stuart Kennedy. Bail was set at $25,000.00 monetary. Both defendants posted bail and were released pending their preliminary hearing which has been scheduled for February 14, 2020.
 
On January 31, 2020, Vivian Rosa surrendered to the Berks County Detectives. She was taken into custody and taken to the Berks County Sheriff’s Department for processing. Bail was set at $25,000.00 monetary. Vivian Rosa remains in Berks County Jail awaiting further court action.
 
On February 3, 2020, Gregory Cotto surrendered to the Berks County Detectives. He was taken into custody and taken to the Berks County Sheriff's Department for Processing. Bail was set at $25,000.00 monetary. He posted bail and was released pending further court action.
 
As in every criminal case, the fact that an arrest occurred or a complaint has been filed is merely an accusation, and the (4) four defendants, Iris Osorio, Gregory Cotto, Alyssa Cotto and Vivian Rosa are presumed innocent until and unless proven guilty.
