On January 19, 2021, the Berks County Detective’s Office received two Childline Referrals from the Commonwealth of Pennsylvania, Department of Human Services, relative to the sexual abuse of a child who was identified as a seven-year-old female.
The alleged perpetrator was identified as Paul William Herman, the boyfriend of the victim’s grandmother.
On February 4, 2021, a Forensic Interview was conducted at the Children’s Alliance Center. During this interview, the victim disclosed and provided specific details related to the sexual abuse, which occurred more than one time, inside the defendant’s Kutztown residence.
On April 22, 2021, the Berks County Detectives filed criminal charges against the defendant, Paul William Herman, at Magisterial District Judge Gail Greth’s Office.
M.D.J. Greth issued an arrest warrant for the defendant.
On May 24, 2021, at approximately 9:30 a.m., members of the Kutztown Police Department apprehended the defendant at his residence located in the 400 block of College Blvd., Kutztown.
The defendant was taken into custody and immediately transported to the Central Processing Center where he was released into the custody of the Berks County Sheriff’s Department.
The defendant was fingerprinted and photographed. 
MDJ Steven Chieffo presided over the defendant’s preliminary arraignment which was held via video. Bail was set at $100,000.00 and the defendant was committed to Berks County Jail pending his Preliminary Hearing which will be held at a later date.
As in every criminal case, the fact that an arrest occurred or a complaint has been filed is merely an accusation, and the defendant Paul William Herman, is presumed innocent until and unless proven guilty.
